      Yeah, but according to the rules on this site they can. Probably due to the fact that that would be an incredible disadvantage.

      And assume all you like, war hasn't been declared on anyone and I wont clarify that until later.

      Yeah. That makes sense. But what can I do other then just level up. Build a massive net over my city so no one can get in. Hide in a underground bunker I built. What can I do.
