Since I have 1 skill already invested into one handed curved swords, can i get a katana and be able to use it? Also, do I have to spend points on it?

I believe that you can get a katana, you just wont be able to use the skills associated with it until you spend skill points on the katana weapon skill.

You must have Rank 3 in Curved Blades before Katana is available. Yes, You do need to invest in Katana just like a normal sword skill, and it starts from Rank 1 like everything else.
