Quests & Tiers

Not a big deal I'd like to think, but the older quests could use a quick update. I'm not talking a huge over-arching update where you redo the stats of every boss and quest. I am talking a very, very tiny update that would take a grand total of maybe a half hour to do.

Tell us what tier items are, or if we can decide what tier they are in the absence of this information. Why do I ask for this? Because Butcher of the Sands is a level 35 recommended quest (10 levels higher than tier 2's start) and the dropped items has 3 slots used, but do not indicate the tier by any means. Because of the floor is it lower tier? Because of the level is it higher tier? Are we, the player taking the quest AKA the leader, able to decide/does it scale with our current tier?

It's not a huge deal, but I think it's something that is necessary as a lack of information helps nobody. This suggestion is primarily towards equipment, but if it was applied to consumables then all the better.
