Does the passive damage bonus for two-handed weapons take effect at the first rank in the skill?

It takes effect once you wield a 2 handed weapon. Say you use a 2 handed assault spear, but have 0 ranks in the skill. Your damage will still be 3 instead of the normal 1 since it's a 2 handed weapon.
When you ranked your skill to 1, then your damage will then be 4 x whatever SA you use.
