Or would only one items mitigation go into effect? Likewise, the wording on the stonewall mod states "Gain your Armour skill & block skill mitigation as bonus health," would that mean that said player, with rank 5 armor and rank 5 block, would gain 120 hp? A post action is not taken for Block, its passive. There is a mod for a block related post action though at Rank 5 Block available. Yes.
