I am sure Macradon is right, The only restrictions on Armors I know of is that you cannot wear T2 until lvl 25, and so on. But other than that, Enhancement guide and tutorial posted by Mari, it doesnt say anything about require any SP put towards an armor type before allowing enhancements to be used. Atleast, from what I can see.

You actually need the armor for the armor skill to activate.

Well, yes that is inherent. I cannot run around in cloth skivvies and hope to activate Heavy Momentum. I am sure Zel or Mack could probably do something that outrageous and awesome, but a low leveled player like me cannot
