The only thing it does is clear your browser cookies history, and logs you out from services. You will have to log back into services you were previously logged into

You can find a "Guilds" tab under the "Browse" main tab in the site navigation header.
You're guild is there, Just hasn't been approved yet.

Guilds are still going through a growing period and may get some decent benefits in the near future. Currently, this is used as a more convenient way for guilds to have their own space and easier tracking for staff and the public (if they are looking to join a guild.
