To me this sounds like a base of 2, plus at least half. Right?

no, they're saying it has to be at the minimum floor level x2, but for it to drop loot, it has to be floor level x2 and at least half your health. example floor 1 and you're level 2. At the least any Boar you fight has to have 2 HP, but to drop loot it has to have at least half your health as well.
