Do understand that rapier is a somewhat stun focused weapon.

well it moves it to individual damage focus with the stun removed.

I did read the weapon descriptions, yes. But mechanically, Rapiers and Daggers differ in that you trade stun potential for extra damage. Rapiers trade damage for extra stun.

Now, to fair, both weapons do just this. However, you are trading a 3x DMG modifier in exchange for the loss of an 10x modifier on your stun. 

If you were to assume no criticals and maximum base damage, the rapier is capable of chaining 110 stun damage, followed by 130 damage for a total of 240.

For comparison, the dagger is capable of chaining 10 stun damage, followed by 160 for a total of 170.

The dagger is very much outclassed in its niche, and upwards of 9 mitigation leads to its armor pierce failing to actually pierce armor.
