Rapier. Your block will only be useful going higher if the mob has +acc

My logic: Shield helps you survive a fight, a weapon ends the fight. I'd go with rapier for bonus damage, just so that each fight gives you one less HP of a reason to need to block!

Block is useful, but only if what you are fighting have ACC. Crits don't matter at all.
